依律有奪爵之法，此謂古者爵行之時。民賜爵則喜，奪爵則懼，故可以奪賜而法也。今爵事廢矣，民不知爵者何也。奪之，民亦不懼，賜之，民亦不喜，是空設文書而無用也。今誠循爵，則上下不失實，而功勞者勸，得古之道，合漢之法，以貨財為賞者不可供，以復除為賞者租稅損滅，以爵為賞者，民勸而費省，故古人重爵也。

爵自一級轉登十級而為列侯，譬猶秩自百石轉遷而至於公也。而近世賞人皆不由筭級，從無爵封為列侯，原其所以，爵廢古也。《司馬法》曰：「賞不踰時，欲民速觀為善之利也。」近世爵廢，人有小功，無以賞也，乃積累焉，頒事足乃封侯，非所以速為而及時也。上觀古比高祖功臣，白起、衛鞅，皆稍爵為五大夫、客卿、庶長，以至於侯，非一頓而封也。夫稍稍賜爵，與功大小相稱而俱登，既得其義，且侯次有緒，使慕進者逐之不倦矣。
