昔伏羲氏因時興利，教民田漁，天下歸之，時則有網罟之歌；神農繼之，教民食谷，時則有豐年之詠；黃帝備物，始垂衣裳，則有龍袞之頌。

阮生云，律呂協則陰陽和，音聲適則萬物類。天下無樂，而欲陰陽和調，災害不生，亦以難矣。此言律呂音聲，非徒化治人物，可以調和陰陽，蕩除災害也。夫天地定位，剛柔相摩，盈虛有時。堯遭九年之水，憂民阻饑；湯遭七年之旱，欲遷其社。豈律呂不和音聲不通哉？此乃天然之數，非人道所協也。
