中華民國大總統謹致書大清皇帝陛下：

前於宣統三年十二月二十五日奉大清隆裕皇太后懿旨，將統治權公諸全國，定為共和立憲國體，命袁世凱以全權組織臨時共和政府，合滿漢蒙回藏五族，完全領土為一大中華民國。旋經國民公舉，為中華民國臨時大總統。受任以來，兩稔於茲，深虞險越。今幸內亂已平，大局安定，於中華民國二年十月六日經國民公舉為正式大總統。國權實行統一，友邦皆已承認，於是年十月十日受任，凡我五族人民皆有進於文明、躋於太平之希望。此皆仰荷大清隆裕皇太后暨大清皇帝天下為公，唐虞揖讓之盛軌，乃克臻此。我五族人民感戴茲德，如日月之照臨，山河之涵育，久而彌昭，遠而彌摯。維有董督國民，聿新治化，恪守優待條件，使民國鞏固，五族協和，庶有以慰大清隆裕皇太后在天之靈。用特報告，並祝萬福。
