臨時大總統通令：
政黨行動首重法律，近來贛、鄂、滬、寧凶徒搆亂，逆首黃興、陳其美、李烈鈞、陳炯明、栢文蔚皆係國民黨重要之人，其餘從逆者亦多國民黨黨員，究竟該黨是否通謀，抑僅黃、李等私人行動，態度未明，人言藉藉。
現値戒嚴時代，著警備地域總司令傳詢該黨幹部人員，如果不預逆謀，應限令三日內自行宣布，並將隸藉該黨叛徒一律除名，政府自當照常保護。若其聲言助亂或藉詞搪塞，則是以政黨名義爲內亂機關。法律具在決不能爲該黨假借也。
