臨時大總統令：
閩、粵各省人民，懋遷爲業，轉徙海外者，所在多有。以彼久居殊域，猶復眷懷祖國，先後來歸，乃地方有司，往往撫輯無方，致情意每多隔閡。
前清末造，亦有保護僑民之議，而奉行不善，實效未彰。方今民國肇興，凡屬中華國民，咸得享同等之權利。所有閩、粵等省回國僑民，應責成各該省都督、民政長，通飭所屬，認真保護。其有藉端需索，意存侵害者，務當隨時查察，按法嚴懲，俾遂僑民嚮之誠，益彰民國大同之治。
特此布告。
