清大學士，沿明舊名，例稱政府，實則國初有議政處以掣其柄，雍正以後，承旨寄信有軍機處，內閣宰輔，名存而已。新唐、元史表宰相者，備列三公。清大學士滿、漢兩途，勛高位極，乃以相授。內閣實權，遠不逮明。然其品列，皆首文班。任軍機者，自親王外，其領袖者必大學士，唐、元三公尚不及也。
