臣聞太祖道武皇帝既定天下，始建都邑。其所營立，非因農隙，不有所興。今建國已久，宮室已備，永安前殿足以朝會萬國，西堂溫室足以安御聖躬，紫樓臨望可以觀望遠近。若廣修壯麗，為異觀者，宜漸致之，不可倉卒。計斫材運土及諸雜役，須二萬人，丁夫充作，老小供餉，合四萬人，半年可訖。古人有言：「一夫不耕，或受其饑；一婦不織，或受其寒。」況數萬之眾，其所損廢，亦已多矣。推之於古，驗之於今，必然之效也。誠聖主所宜思量。
