昔睿后宰民，哲王御㝢，雖徳稱汪滅，明能普燭，猶復紆已乞言，降情訪道，髙咨岳牧，下聴輿臺，故能政若神明，事無悔吝。朕纂承丕緒，思隆大業，常懼九重己䆳，四聰未廣，欲聴昌言，不疲痺足，若逢廷折，無憚批鱗，而口柔之辭，儻聞於在位，腹誹之意，或隠於具僚，非所以𢎞理至公，緝熈帝載者也。內外卿士，文武衆司，若有智周政術，心練治體，救民俗之疾苦，辨禁網之疎密者，各進忠讜，無所隠諱，朕將虛已聴受，擇善而行，庻深鑒物情，匡我王度。
