右臣等近准敕舉岑象求、趙兀充臺官，已蒙聖恩除象求展中侍御史。竊見本臺兩院官共六員，分領六察，皆得言事。元祐之初，朝廷急於求治，臺中闕員略無一二，四方觀望，皆知陛下勤於聽納，爭效悃愊，以補萬一。今日監察御史並闕四員，雖聖明開納之意無損於前，而員闕不補，中外疑惑。今六曹寺監，雖復閑地，每遇有闕，猶未嘗不補。況於人主耳目，所係至重，自非諱聞直言及有所壅蔽，而聽其久闕，實非治世之事也。況六察所治，事務不少，若稍有弛廢，則冤抑者必眾，亦非先旁設官之
