臣伏以戶部財賦出入之地，天下之劇曹而民之司命也。一日不治，百日將亂。今權尚書梁燾方辭免不出，而兩侍郎皆新除未到，獨一韓宗道以刑部兼權。則是平日四人職事，並在一人。況刑部事繁，宗道之入戶部，止及半日而已。本部官吏，自來日出視事，幾至日沒而罷。今既無所統領，郎官多相隨早出，及議論不一。凡事無所取決，以致文移壅滯，囚禁稽留。臣愚以謂方正官未到之間，當更差一二人，時暫權攝。今學士給舍共有六人，職事稀簡，宜擇詳熟吏事者，俾權其職，庶幾財賦重事不至曠廢。取進止。
