本路災傷，本司已兩次奏聞。竊見比年以來，京東、河北、淮南等處災傷，並蒙朝廷支賜錢米，或於他路截撥斛斗賑救，數目至廣。今來本路災傷，不敢便望支賜截撥，只乞稍寬轉運司年額上供，使得轉換擘畫，多方救恤。已於十一月十日奏乞，至今未奉指揮。數內一事，蘇、湖、常、秀等州，見今米商全不通行，不唯逐州立賞閉糶，亦為逐處稅務承例違條收米斛力勝稅錢，是致商旅算計腳錢本重，無由興販。檢會《元祐編敕》：「諸興販斛斗及以柴炭草木博糧食者，並免納力勝稅錢。」注云：「舊收稅處依舊例。即災傷地分，雖有舊例，亦免。」本司看詳，本路見今災傷，正合施行上條，已牒諸州施行，仍散榜轄下城郭、鄉村外，深慮逐處稅務自來收米斛力勝處，指為課額。今來雖係災傷，合依上條放免，至年終比較日，轉運司不容如此分說，有虧欠例遭責罰，須至奏請者。

右伏望聖慈湣念本路災傷及前件放免力勝條貫，係今來合行事件，特賜指揮：轉運司將來年終比較日，除米斛力勝一項稅額權免，比較科罰候將來豐熟日依舊。所貴商旅通行，場務亦免罪責。謹錄奏聞，伏候敕旨。
