問。聖人之治天下，使風淳俗美者，莫善於樂也。去聖既遠，咸莖韶濩，間無遺聲。所可見者周之制。而《周官》苦戰國附益，傳籍出暴秦之煨燼，其記載亡幾，又復駁異難較，雖傳稱神瞽考中聲以立鈞出度，則律先於度，《周官》由嘉量然後見聲，則量先於律。傳載先王作七聲，而《周官》之法，則曰「黃鐘為官，大呂為角，大簇為徵，應鐘為羽」。則聲止於四而闕其三，律同其三而異其二。至於其間雖有制度，反復可見，而先儒說釋，又加謬妄。歌奏二事而曰相通，其音果和耶？圜極兩統皆有所避，其法果當耶？法之二三，樂不可正，後世雖欲淳天下風，美天下俗，將何以哉？
