孟子曰：「先王有不忍人之心，斯有不忍人之政。」臣某伏讀《善救方》而竊嘆曰：此可謂不忍人之政矣！夫君者，制命者也。推命而致之民者，臣也。君臣皆不失職，而天下受其治。方今之時，可謂有君矣。生養之德，通乎四海，至於蠻夷荒忽，不救之病，皆思有以救而存之。而臣等雖賤，實受命治民，不推陛下之恩澤而致之民，則恐得罪於天下而無所辭誅。謹以刻石，樹之縣門外左，令觀赴者自得而不求有司云。
