元祐五年七月二十五日，龍圖閣學士左朝奉郎知杭州蘇軾狀奏。右臣近奏，為浙西數郡淫雨風濤為害，恐災傷之勢，甚於去年，而常平斛鬥，例皆出糶，見在數少，恐來年民間闕食，無可賑濟，乞備錄臣奏，下戶部及本路提、轉、鈐轄司相度，合如何擘畫收糴，準備出糶。未蒙施行。今月二十一日、二十二日、二十三日，皆連晝夜大風雨，二十四日雨稍止，至夜復大雨。竊料蘇、湖等州風濤所損，必加於前，若不早作擘畫，廣行收糴常平斛鬥準備，則來歲必有流殍之憂。伏惟聖慈早賜湣救，檢會前奏，速賜施行。臣別無材術，惟知屢奏，喧瀆聖聽，罪當萬死。謹錄奏聞，伏候敕旨。
