四月某日，端明殿學士兼翰林侍讀學士左朝奉郎守禮部尚書蘇軾狀奏。准太學條，三學生凡有進獻文字及書啟贄有位，並先經長貳看詳可否，違者出學。右本部看詳，諸色人苟有所見公私利害，皆得進狀，許直於所屬官司投下，即無更令官吏看詳可否方得投進之文，所以達聰明、防壅蔽，古今不易之道也。本因國子監生員獨緣本監起請，遂立上條，曲生防禁。至於投獻書啟文字，求知公卿，此正舉人常事。今乃使本監長貳先行看詳，違者皆屏出學。若論列朝政得失，使其言當理，固人主所欲聞也。若不當理，亦人主所當容也。今乃先令有司看詳去取，甚非子產不毀鄉校、魏相去副封之意也。去年九月內，太學內舍生馬澈進狀，論《禮部韻略》有疏略未盡事件，蒙朝廷送下本部。謹按澈所論，文指雅馴，考驗經史，皆有援據。此乃內舍生員之優者，教養之官，所當愛惜，而其所論，亦當下有司詳議增損施行。本部尋下本監勘當，準回申，已於十二月內檢舉上條，其馬澈已屏出學。以
