敕。孟子有言：「君仁莫不仁，君義莫不義，一正君而天下定矣。」朕惟臺諫言責之臣，雖知無不言，常救之於已失；而勸講進讀之士，蓋朝夕納誨，故日化而不知。合於孟子「正君」之義，非獨有司之事也。具官劉摯，以道事君，非法不言。使朕日聞所不聞，天下稱焉。宜因古今冊書之成文，取其興壞治忽之要論。言之於無事，救之於未失。使朕立於無過之地，豈非汝爭臣之大願乎？可。
