門下。朕以眇躬，獲御大器。仰聖后之慈訓，荷先烈之永圖。四載於茲，涉道尚淺。凜然祗惕，若履淵冰。思所以慰安人心，奉若天道。常慮一夫之失所，以傷萬物之太和。蠲苛去煩，夙夜願治。乃自去冬連月，降雪異常。今春已來，久陰不霽。農夫失職，商旅不通。比屋之間，凍餒彌甚。常寒之罰，咎在朕躬。惟日兢兢，以圖消復。潔精致禱，神眷未孚。克己自持，協氣無應。切慮四言獄犴，冤滯尚多。工役煩興，人咨胥怨。鬱成繆盭之變，以干陰陽之和。宜均渙恩，以召善氣。
