亂群之誅，不請而決。蓋恩威之無素，致奸猾之敢行。方俟譴訶，豈期寬宥。臣軾誠惶誠恐，頓首頓首。伏以法吏網密，蓋出於近年；守臣權輕，無甚於今日。觀祖宗信任之意，以州郡責成於人。豈有不擇師帥之良，但知繩墨之馭。若平居僅能守法，則緩急何以使民。顧臣不才，難以議此。恭惟太皇太后陛下，寬仁從眾，信順得天。推一身之至公，納萬方於無罪。而臣始終被遇，中外蒙恩。謂事有專而合宜，情無他而可恕。故加貸舍，以示寵綏。朝廷之明，粗以臣為可信；吏民自服，當不令而率從。臣無任。
