比因敵人聚兵境上，首除湯思退都督，而思退作計遷延，屢行屢止。及詔旨促發，度不能辭，乃於奏對之際，佯為戰灼畏懼之狀，以幸終免。陛下知其不能任事，憐而從之，許其解職。思退不得已，即乞罷政。陛下未忍誅竄，且除職奉祠。

思退急欲和好之成，自壞邊備，罷築壽春城，散萬弩營兵，輟修海舡，毀拆水櫃，不推軍功賞典，及撤海泗唐鄧之戍。又於制詞中明言我守邊如兒戲，使虜人知之。既報敵兵渡淮，思退領都督之職，專為全軀保妻子之計，巧求自便，其姦狡大率效法秦檜。既獨領三省，又置機速、兵籍兩房。盡奪樞密院事。合四職為一，與猾胥老吏輩共為之。內不使官屬參預，政不使臺諫知聞，是致嘲謗溢於市廛，笑侮流於軍伍。
