惟神毓秀陰陽，或流或峙，成象在天，成形在地，相順則為生成，相反則為尅制，惟城惟隍，以屏以蔽，祀典攸崇，生民依庇。茲者河水為患，民勞財費，垂於成功，或作乖異，水不出北，而反南至，意者或玩褻於事神，或冒犯乎禁忌。今特遣官，牲醴以祭，惟神垂休，除害興利，北河則順遵乎洪流，南岸則增崇乎地勢，民無久勞，事乃克濟，萬古千秋，戴神之惠。
