朕惟太祖、太宗創業東方，民淳法簡，大辟之外惟有鞭笞。朕仰荷天休撫臨中夏，人民既衆，情僞多端，每遇奏讞，輕重出入頗煩，擬議律例未定，有司無所稟承。爰敕法司官，廣集庭議，詳議明律，忝以國制，增損劑量，期于平允。書成奏進，朕再三覆閱，仍命內院諸臣校訂妥確，乃允刊布，名曰：『大清律集解附例』。爾內外有司官吏，敬
