臨時大總統令：

本大總統於中華民國元年三月初十日舉行受職禮訖，自念德薄能鮮，膺茲重任，兢兢業業，惟以隕越是懼。

維我民國建設伊始，統一政府初立，所以策安全求幸福者，千端萬緒，肇造維艱，是皆賴我內外文武，各應協力同心，共擔義務。

諸君皆具愛國之執誠，為期民所倚托。當此瘡痍未復，責望正殷，苟有可以破除私見，保持公安，謀秩序之整齊，籌政事之統一者，本大總統當與諸君竭力圖之。

並當相見以誠，相規以善，以期互維大局，奠我邦基，是則本大總統所孳孳焉願與諸君交勉者也。特此布告，期衆週知。
