本日臨時大總統令：
國體變更，首在蕩滌繁苛，與民更治。我國民積受專制官吏之弊，失教罹罰，政多未平，陷於囹圄，或非其辜。當茲民國初基，正宜剪除舊染，咸與維新。
凡自中華民國元年三月初十日以前，我國民不幸而罹於罪者，除真正人命及強盜外，無論輕罪重罪，已發覺未發覺，已結正未結正者，皆除免之。
我國民其自納於軌物，懷茲刑辟，毋蹈匪彝，以保我同胞之身命榮名於無極。
