洪武十六年，命五軍府檄外衛所，速逮缺伍士卒。給事中潘庸等，分行清理之。
二十一年，詔衛所覈實軍伍。
潮州生員陳質父在戍籍，父沒，質被句捕，請歸卒業，帝命除其籍。兵部尚書沈溍以缺軍伍，持不可。帝曰：國家得一卒易，得一士難，遂除之。
二十三年七月，詔五軍府清理天下衛所、將卒、部伍。
