然自漢何休、宋歐陽修、胡宏皆疑為偽作。蓋休耳熟於新莽之亂，而修與宏近見夫熙寧之弊，故疑是書晚出，本非聖人之法，而不足以經世也。莽之事不足論也，熙寧君臣所附會以為新法者，察其本謀，蓋用為富強之術，以視公之依乎天理以盡人物之性者，其根源較然異矣。就其善者，莫如保甲之法；然田不井授，民無定居，而責以相保相受，有辠奇袤相及，則已利害分半，而不能無拂乎人情矣。修與宏不能明辨安石所行，本非《周官》之法，而乃疑是書為偽，是猶懲覆顛而廢輿馬也。

是書之出，千七百年矣。假而戰國、秦、漢之人能偽作，則《冬官》之缺，後之文儒有能補之者乎？不惟一《官》之全，《小司馬》之缺，有能依仿四《官》之意以補之者乎？其所以不能補者，何也？則事之理有未達，而物之分有未明也。
