制詔御史獄之疑者，吏或不敢決有者罪，久而不論無罪者，久繫不決。自今以來，縣道官獄疑者各讞所屬二千石官。二千石官以其罪名當報所不能決者，皆移廷尉，廷尉亦當報之。廷尉所不能決者，謹具爲奏傳所當比律，令以聞。
