昔周王下車，首封唐、虞之胤，漢帝承曆，亦命殷、周之後。皆所以褒立先代，憲章在昔。朕嗣膺景業，傍求雅訓，有一弘益，欽若令典。以為周兼夏、殷，文質大備，漢有天下，車書混一，魏、晉沿襲，風流未遠。並宜立後，以存繼絕之義。有司可求其冑緒列聞。
