帝王設官，惟才是務，人臣報國，薦賢為重。去歲已來，屢有妖寇，宰臣英算，咸得清蕩。逆亂之後，兵車始朅，遐邇勞役，生民未康。居官之徒，致治者寡。斯故上失其道，以至于茲，亦由下有幽人，未展其力。今四海寗一，八表無塵，元輔執鈞，垂風揚化。若使天下英傑，盡升于朝，銓衡陟降，量才而處，垂拱無為，庶幾可至。于是遣戎秩上開府以上，職事下大夫以上，外官刺史以上，各舉清平勤幹者三人。被舉之人，居官三年有功過者，所舉之人，隨加賞罰。
