民生而靜，純懿之性本均；感物而遷，嗜欲之情斯起。雖復雲鳥殊世，文質異時，莫不限以隄防，示之禁令。朕君臨萬寓，覆養黎元，思振頹綱，納之軌式。比因人有犯，與眾棄之，所在羣官有𠍴過者，咸聽首露，莫不輕重畢陳，纖毫無隱。斯則風行草偃，從化無違，導德齊禮，庶幾可致。但上失其道，有自來矣，陵夷之弊，反本無由，宜加蕩滌，與民更始。可大赦天下。
