期年以來，水旱作沴。振廩同食，冠蓋相望。已責勸分，公私並竭。惟待一熟之麥，以蘇垂死之民。而冬不雨以徂春，苗將秀而不實。顧惟沖昧，有失政刑。感傷陰陽，延及鰥寡。既非下民之罪，亦豈上帝之心。惟神聰明，毋愛膏澤。則民有息肩之漸，神無乏祀之憂。
