臣昨於九月初論役法未便事，經今已是兩月，未見施行。臣竊見二聖臨御以來，凡所更改法度，皆已略定，惟是役法，首尾五年，民間終未得安便。若不及今完治，實恐久遠，奸人指以為詞，疵病聖政。古人有言：「難得而易失者，時也。」惟陛下哀憐小民，速指揮大臣，早定良法。取進止。
