淮甸之民，薦罹饑饉。乃者詔發倉稟，發吳楚之漕以拯其急。猶以乏食流徙，達於朕聽。朕惟救荒之政，行之略盡。惟得良使者，因事施宜，為若可賴。爾由郎官以才任御史，習於揚、楚之俗，其為朕往視之。均徭薄斂，禁暴戢奸，無使斯人重被其困。
