曩古之君，除堯、舜、禹、湯、文，不過《

》略節之紀，餘無備載，難以測云。其秦不可法，自周至於漢、晉、唐、宋，當時賢人君子，臣於斯歷代者，受任方隅，所任之事，各必躬親理之，所以視吏卒如奴僕，侍首領官若今之參謀。善者理之，不善者奏聞黜之。凡所施行諸事，言論已成，正官首領官親行草藁，役吏精書之，而乃書押印行，所以事多端正，並無過誤稽遲。
所以，食天之祿，安如盤石，名流萬古，耿耿而不磨。
