優德尚齒，載之典訓，尊事乞言，義彰膠序。鬻熊為師，取非筋力，方叔元老，克壯其猷。朕永言稽古，用求至治，是以厖眉黃髮，更令收敘，務簡秩優，無虧藥膳，庶等臥治，佇其弘益。今歲耆老赴集者，可於近郡處置，年七十以上，疾患沉滯，不堪居職，即給賜帛，送還本郡；其官至七品已上者，量給廩，以終厥身。
