旌表先哲，式存饗祀，所以優禮賢能，顯彰遺愛。朕永鑒前修，尚想名德，何嘗不興歎九原，屬懷千載。其自古已來賢人君子，有能樹聲立德、佐世匡時、博利殊功、有益於人者，並宜營立祠宇，以時致祭。墳壟之處，不得侵踐。有司量為條式，稱朕意焉。
