寇憲兵據實淡卜律之前英人男靑年會會所為總部，專司懲治所謂反日分子，以世界未聞之未見之酷刑施之民眾，夜深人靜，行經其地，每聞淒厲號聲，令人毛骨悚然。受酷刑而死者，則於翌早盛以麻袋，用羅厘車載往投之海中，慘死者不知若干人，誠一恐怖場所也。
