三公九卿者，秦漢之官制也。秦始置，漢承之，廢於隋。
《史記》
：「聞古之聖人，不居朝廷，必在卜醫之中。今吾已見三公九卿朝士大夫，皆可知矣。試之卜數中以觀采。」三公為
丞相、太尉、御史大夫。

郎中令者，衛宮殿。
衛尉者，衛宮門。
太僕者，掌輿馬、國之馬政。
廷尉者，任刑罰、牢獄之事。
典客者，務諸蠻夷之事。
宗正者，掌皇族之事。
治粟內史者，掌谷貨之財。
少府者，掌山海池澤之稅。
