胡維庸請新設一民營電視臺，由中國無線電協進會自資自建，初期資本臺幣陸佰萬元整，惟因事未准。

五十六年，奉蔣中正指示，始定名中國電視公司，略稱中視。公曆十月十七日，籌備委員會立，舉中廣黎世芬為主任，資本壹億元整。翌年公曆九月三日辰正，假中廣總部大禮堂，舉發起人會議，議章程與工作項目等。同日申初，假臺北市中山堂堡壘廳，舉成立大會，選谷鳳翔任董事長，選黎世芬兼總經理。

五十八年十月三十一日，中視首播，副總統嚴家淦主持剪綵，
俞國華主持按鈕，定每年此日為臺慶日。初以奉行國策、宣揚政令配合經建、寓教於樂為工商服務、提高品質爭合理利潤等，為四大經營方針。
