中書舍人，官名。「舍人」之名始見於《
周禮
·地官》，固為國君、
太子親近屬官。
魏晉時，
中書省內置中書通事舍人，掌傳宣詔命。
南朝沿置。至梁，去通事二字，稱中書舍人，任起草詔令之職，參與機密，權力日重。
隋
唐時，中書舍人於中書省掌制誥。
煬帝朝曾改稱內書舍人
。
武則天時，中書改為鳳閣，故稱鳳閣舍人，簡稱舍人，凡六人，
正五品上
。
宋
初，亦設此官，實不任職，別置知制誥及
直舍人院草詔令。既元豐改制，始猶掌其事。
遼
屬中書舍人院，起草詔令。及明
清時，
內閣中書科亦設中書舍人，掌撰誥敕、制詔、銀冊、鐵券等，非前代可比。有明，中書舍人已從七品，清沿置。
