軌立軍銜制。九月二十七日，以首屆人大廿二次會議議定，著主席毛澤東頒狀，授朱德等十眾元帥銜，並授一級八一勳章、一級獨立自由勳章、一級解放勳章，以旌其功。其後，軍銜制廢，俟再立，不復拜帥矣。
