民國十五年，
中國國民黨中樞並地方省市聯席以會議，定行農政，減輕佃農田租百分之二十五，史稱二五減租
。
明年六月十七日，浙江省政府首應其唱，決議減租百分之廿五。十一月，佈行是年《佃農交租實施條例》，曰：「正產物全收獲百分之五十為最高租額，佃農依最高租額減百分之二十五交租。」十七年七月，省黨政聯席會議頒定《十七年佃農交租章程》及《佃業理事局暫行章程》，以俾麗實。方此時也，佃業公案稍蕃，爭訟日熾。自十八年至
二十年，政府令休減租，地主因而沮政，減租之推行，乃日就衰落。
二十一年，已不能決行。
方茲六年，通國惟浙江一省施行之；浙江八十餘縣，行之者亦不多
。
