唐憲宗第三子。
即位後，遊幸無常，昵比群小，擊球奏樂，久不視朝。使得河朔藩鎮復反，朝內朋黨之爭疊興，元和中興，毀於一旦。又好餌食金石之藥，在位四年崩，廟號穆宗。
