者，謂之國民
。國民群聚，爰有國種
。
國民之於獨一之人也，謂持其國籍者。非國民，則外邦之人。
夫民共居一國，則群而謂之曰國種。至其國家也，謂民種之國。是種也，其形色言語習俗不必相若，惟同屬一國耳。
行共產之制者，以「人民」謂國民。國種一名，今中邦謂之國族。
