城。時曹丕爲太子，耽樂田獵，晨出夜還，潛諫之，丕不恱，然自後游出差簡。及丕為文帝，將立郭女王爲皇后，潛上疏諫，不從。又明帝叡時，衆役並興，戚屬疏斥，潛乃上疏，後爲燕中尉，辭疾不就，卒。
