光緒二十三年生。父振甲，盼子具「矌世之才」，故取此名。
年十八，卒業於上海吳淞中國公學。年二十，赴日本明治大習政治經濟學。年二十二，歸國，投身五四風潮
。謂中國之頹勢，非讀書所能振，故投筆從戎。
後從陸軍，任新疆省政府主席。人稱「新疆王」。
