《傳》曰：城者，禦暴保民之所。必崇墉浚洫，備豫不虞，善之大者也。嘉定雄鎮南陲，山河千里，天險地利，為國家藩屏，毅然控制暹羅、諸牢、闍�，收撫高綿、山蠻，而振五鎮綱維，以總攬鎖鑰之要。故鎮城公署必壯麗，所以威遠人；倉庫必充實，所以固根本。瞻寺廟之崇隆，而知神靈之赫濯；見鄉里市肆處處盛美，而知富庶之民物；覩橋梁道路在在整潔，而知鞏固之封域，德險交修，內外寧謐，顧不韙歟？
