啓定三年十一月初四日，學部奉〈硃點〉上諭，據本年九月二十二日〈即西曆一千九百十八年十月二十六日〉機密院臣計議，十月十八日〈即西十一月二十一日〉學部臣片請各理。炤之科舉之法，古辰所學視今辰所用不同，雖歷代亦有收得許多穎達，可爲本國及歷史上之光榮。乃馴至今辰，不啻花而不寔。凡有國家欲其文明進化公理彰明，必須逐漸改良制度，且究宜聽從民士願望播將格致核子，使之遍通國語字及法字，而於學課章程內漢字亦不偏廢。葢將來用人當取自最普通學識中人也。

準定：

第一款，停罷科舉法；

第二款，量留來年會試爲最後之一科；

第三款，凡選補文班官吏並學法試，其章程另各定例；

第四款，機密院臣並學部各隨權分炤這章程施行。
