臣愚以為獯獫棄義，唯利是視，關市之請，或以覘國，順之示弱，無明柔遠，拒而觀釁，有足表彊。且漢文和親，豈止彭陽之寇；武帝修約，不廢馬邑之謀。故有餘則經略，不足則閉關。何為屈冠帶之邦，通引弓之俗，樹無益之軌，招塵點之風。交易爽議，既應深杜；和約詭論，尤宜固絕。臣庸管多蔽，豈識國儀，恩誘降逮，敢不披盡。
