中歲克定淮泗，爰渉青徐，彼土酋豪，並輸罄誠欵，分遣親戚以為質任。今舊土淪陷，復成異域，南北阻遠，未得會同，念其分乖，殊有愛戀，夷狄吾民，斯事一也。何獨譏禁，使彼離析，外可即檢任子，館及東館，并帶保任在外者，並賜衣糧，須之酒食，遂其鄉路，所之阻遠，便發遣船仗衛，送必令安達。若已預仕宦，及别有事義，不欲去者，亦隨其意。
