堯之時，民樸不可語，故堯舍其子而教之。澤未周而堯落，舜嗣堯理，跡堯以化之。澤既周而南狩，丹與均果位於民間。是化存於外者也。夏後氏得帝位，而百姓已偷。遂教其子，是由內而及外者也。然化於外者，以土階之卑，茅茨之淺，而聲響相接焉。化於內者，有宮室焉，溝洫焉，而威則日嚴矣。是以土階之際萬民親，宮室之後萬民畏。
